Last year, the Town Council adopted and voters approved a 0% budget increase even though costs escalated. 

Tolland residents will vote on the budget adopted by the Town Council at the annual referendum in May. It is virtually impossible to increase the budget once it has been set by the Town Council. Historically, if voters reject the budget at referendum, it gets reduced, not increased, until it passes.
